Bun\u0131\u00f1 e\u00f1 biririnci \u015fart\u0131 cenkni\u00f1 bitmesidir.<\/p>\n\n\n\n<p>Ukrainan\u0131\u00f1 b\u00fct\u00fcn topraqlar\u0131n\u0131\u00f1 bo\u015fat\u0131lmas\u0131 ve arbiy areketlerni\u00f1 bitmesi cenkni\u00f1 biti\u015fini ifadelemey. L\u00e2kin \u011falebe nedir? Bese-belli, eger RF kelecekte de baq\u0131nc\u0131 planlarn\u0131 az\u0131rlaycaq olsa, USQ-ni\u00f1 1991 senesi\u00f1 s\u0131\u00f1\u0131rlar\u0131na barmas\u0131 kerekli, l\u00e2kin yetersiz bir \u015fartt\u0131r. Ukraina ve d\u00fcnya kelecek cenkten nas\u0131l qor\u00e7alanmal\u0131? Bir-eki nesil art\u0131ndan Moskva\u011fa idarege ya\u00f1\u0131 bir Putin kelip Rusiyeni\u00f1 Ukraina\u011fa qar\u015f\u0131 ya\u00f1\u0131 bir cenk ba\u015flatmas\u0131ndan ve bu cenkte endi bizim bala ve torunlar\u0131m\u0131zn\u0131\u00f1 i\u015ftirak etmesinden nas\u0131l qa\u00e7\u0131nmaq m\u00fcmk\u00fcn?<\/p>\n\n\n\n<p>Bizge k\u00f6re, USQ-ni\u00f1 cebedeki \u011falebesinen birlikte Rusiyeni\u00f1 halqara sebiyesinde izol\u00e2tsiyas\u0131 ve \u011farbiy sanktsiyalar vastas\u0131nen Putinni\u00f1 rejimi da\u011f\u0131l\u0131p y\u0131q\u0131lacaqt\u0131r. Ancaq bizler eminmiz ki, eger kelecekte Rusiyeni\u00f1 i\u00e7inde er angi bir istil\u00e2n\u0131\u00f1 ihtimal\u0131n\u0131 yoq etecek seviyede de\u00f1i\u015fmeler olmasa, Ukrainan\u0131\u00f1 \u011falebesi tam ve b\u00fct\u00fcn olmaycaq.<\/p>\n\n\n\n<p>A\u00e7\u0131q \u015fekilde aytmaq kerektir: ruslarn\u0131\u00f1 \u00f6zleri b\u00f6yle de\u00f1i\u015fmelerni yapamazlar. Rusiyeni\u00f1 astal\u0131\u011f\u0131 o qadar a\u011f\u0131r ol\u011fan ki, olar \u00f6zlerini \u00f6z ba\u015f\u0131na tedaviyleyemezler. Rusiyeni\u00f1 tarih\u0131nda demokratik Rusiyeni yaratma te\u015febb\u00fcsleri az degildir. L\u00e2kin b\u00f6yle te\u015febb\u00fcslerni\u00f1 episi daa uzun avtoritar ve totalitar \u00fck\u00fcmet, \u00f6z halq\u0131na qar\u015f\u0131 k\u00fctleviy cezalavlar ve qom\u015fular\u011fa qar\u015f\u0131 basq\u0131nc\u0131 siyaset ile yek\u00fcnlendi.<\/p>\n\n\n\n<p>Rusiye \u00f6z ba\u015f\u0131na \u00f6z ke\u00e7mi\u015finden qurtul\u0131p olamay. O, tek halqara bas\u0131m\u0131n\u0131nen de\u00f1i\u015fe bile. Ve i\u015fte m\u0131nda Ukrainan\u0131\u00f1 sesi ya\u00f1\u011f\u0131ramaq kerek. Biz, ukrainler, e\u015fitilmek i\u00e7\u00fcn b\u00fct\u00fcnley aq qazand\u0131q. Bizler d\u00fcnyada istiqrarl\u0131 t\u0131n\u00e7l\u0131qn\u0131\u00f1 tiklenmesi yolunda m\u00fcim bir \u015fart ol\u011fan Rusiyeni\u00f1 de\u00f1i\u015fmesinen meraqlan\u011fan e\u00f1 birinci tarafm\u0131z.<\/p>\n\n\n\n<p>Bizler, bu dokumentni\u00f1 m\u00fcellifleri, ukrain grajdanl\u0131q cemiyetini\u00f1 temsilcileri, b\u00f6yle bir \u011falebeni\u00f1 stsenariyini tasvirlemek i\u00e7\u00fcn ces\u00fcrlik k\u00f6sterdik. Kelecek nesillerni cenk ve soyq\u0131r\u0131mdan qor\u00e7alamaq i\u00e7\u00fcn, bizler \u011falebemizni\u00f1 s\u0131\u00f1\u0131rlar\u0131n\u0131 tam olaraq tasavur etmek kerekmiz.<\/p>\n\n\n\n<p>Ekinci al\u0131c\u0131 bizim halqara ortaqlar\u0131m\u0131z, rus istil\u00e2s\u0131na qar\u015f\u0131 k\u00fcre\u015fteki ittifaqda\u015flar\u0131m\u0131zd\u0131r. Olar\u011fa al-az\u0131rdaki destekleri i\u00e7\u00fcn minnettarm\u0131z: o olmasa, kelecek \u011falebemiz de m\u00fcmk\u00fcn olmaz edi. L\u00e2kin bizler isteymiz ki, olar Ukraina qar\u015f\u0131nda \u00f6z maneviy borcun\u0131 a\u00f1las\u0131n. RF i\u00e7\u00fcn izol\u00e2tsiya, halqara te\u015fkil\u00e2tlardan \u00e7\u0131q\u0131\u015f ve statusta al\u00e7aqlatuv<\/strong><\/h2>\n\n\n\n<p>2 Mart 2022 \u201cUkraina\u011fa qar\u015f\u0131 istil\u00e2\u201d, 24 Mart 2022 \u201cUkraina\u011fa qar\u015f\u0131 istil\u00e2n\u0131\u00f1 gumanitar aqibetleri\u201d ve 7 aprel 2022 \u201cRusiye Federatsiyas\u0131n\u0131\u00f1 \u0130nsan aqlar\u0131 \u015furas\u0131ndaki azal\u0131\u011f\u0131n\u0131\u00f1 toqtat\u0131lmas\u0131\u201d rezol\u00fctsiyalar\u0131nda BM Ba\u015f Asambleyas\u0131 RF, BM statut\u0131n\u0131\u00f1 2-ci maddesini boz\u0131p, Ukraina\u011fa qar\u015f\u0131 istil\u00e2da bulun\u011fan\u0131n\u0131 qabul etti. Rusiyeni\u00f1 b\u00f6yle areketleri on\u0131 t\u0131n\u00e7l\u0131q tarafdar\u0131 devleti status\u0131ndan marum b\u0131raqa, bu status ise (Statutn\u0131\u00f1 4-ci maddesine k\u00f6re) BM ve diger halqara te\u015fkil\u00e2tlarda aza olmaqn\u0131\u00f1 \u015fart\u0131d\u0131r.<\/p>\n\n\n\n<p>B\u00f6yleliknen, <strong>b\u00fct\u00fcn halqara te\u015fkil\u00e2tlar RF-n\u0131\u00f1 azal\u0131q aqlar\u0131n\u0131\u00f1 \u00e7\u0131qar\u0131lmas\u0131, toqtat\u0131lmas\u0131 ya da s\u0131\u00f1\u0131rlanmas\u0131 aqq\u0131nda qararlarn\u0131 qabul etmek kerekler<\/strong>. Bu qararlar tek RF yapqan istil\u00e2s\u0131n\u0131 toqtatsa, \u00f6z mesuliyetini qabul etse ve bergen zararlar\u0131 i\u00e7\u00fcn tazminat t\u00f6lese, ya\u00f1\u0131dan k\u00f6zden ke\u00e7irile bilir. Bu \u015fekilde halqara te\u015fkil\u00e2tlarda i\u015ftirak et\u00fcv, iqtisadiy sanktsiyalarnen beraber esas halqara basq\u0131 usullar\u0131ndan biridir.<\/p>\n\n\n\n<p>RF-n\u0131\u00f1 BM Tel\u00fckesizlik \u015euras\u0131nda ve BM-de azal\u0131\u011f\u0131n\u0131 toqtatmaq esas maqsat ol\u0131p qalmaq kerek. <strong>Ukrainan\u0131\u00f1 resmiy nazar noqtas\u0131na k\u00f6re, 1991 senesinden berli devam etken BM Statut\u0131n\u0131\u00f1 sert ve k\u00f6r\u00fclmegen bozuluv\u0131n\u0131 toqtatmaq kerek<\/strong>. Bu bozuluv 1991 senesi BM Statut\u0131na qar\u015f\u0131 RF taraf\u0131ndan BM-de SSCB yerini miras olaraq almas\u0131nen ba\u015fland\u0131. 1991 senesi b\u00f6yle bir \u015fey BM Tel\u00fckesizlik \u015euras\u0131 ve K\u00e2tibiyetini\u00f1 sessiz raz\u0131l\u0131\u011f\u0131nen m\u00fcmk\u00fcn ol\u011fan edi. B\u00f6yleliknen, olar, BM Statut\u0131n\u0131\u00f1 4-ci maddesine qar\u015f\u0131, diger BM azalar\u0131 ol\u011fan devletlerni Ba\u015f Asambleyada rey berme vastas\u0131nen bu mesele aqq\u0131nda \u00f6z fikirlerini y\u00fcrsetmekten s\u0131\u00f1\u0131rlad\u0131lar.<\/p>\n\n\n\n<p>Bundan da \u011fayr\u0131, bese-belli, BM Statut\u0131na qar\u015f\u0131, RF BM Tel\u00fckesizlik \u015euras\u0131nda daimiy aza yerini tut\u0131p ald\u0131. \u00c7\u00fcnki Statutn\u0131\u00f1 ke\u00e7erli ol\u011fan 23-ci maddesinde BM Tel\u00fckesizlik \u015euras\u0131n\u0131\u00f1 daimiy azalar cedveli bar, l\u00e2kin o cedvelde \u201cRusiye Federatsiyas\u0131\u201d degil de, \u201cSovet Sotsialist Cumhuriyetler Birligi\u201d qayd etilgendir. Bug\u00fcnki k\u00fcngece ne Statutta bir de\u00f1i\u015fme old\u0131, ne Ba\u015f Asambleyada Rusiye Federatsiyas\u0131na SSCB-ni\u00f1 Tel\u00fckesizlik \u015euras\u0131ndaki yerini berme mevzus\u0131nda bir rey ber\u00fcv.<\/p>\n\n\n\n<p>Neticede, RF \u015fimdi BM Tel\u00fckesizlik \u015euras\u0131n\u0131\u00f1 areketlerini l\u00e2\u011fu ete bile, n\u00fckleer ve a\u015fayt \u015fantajn\u0131 qullana bile ve tek Ukrainada degil de, G\u00fcrcistan, \u00c7e\u00e7enistan, Suriye, Afrika devletlerinde ve diger yerlerdeki su\u00e7lar\u0131 i\u00e7\u00fcn mesuliyetten qa\u00e7a bile.<\/p>\n\n\n\n<p>B\u00f6yleliknen, halqara t\u0131n\u00e7l\u0131q ve tel\u00fckesizligini ve \u00f6z Statut\u0131na say\u011f\u0131n\u0131 \u011fayr\u0131dan tiklemek i\u00e7\u00fcn Birle\u015fken Milletler Rusiyeni BM Tel\u00fckesizlik \u015euras\u0131ndaki, Birle\u015fken Milletlerdeki ve UNESCO kibi m\u00fcessiselerdeki daimiy azal\u0131\u011f\u0131ndan marum etme (azal\u0131qn\u0131 toqtatma) qarar\u0131n\u0131 qabul etmeli.<\/p>\n\n\n\n<p>Ayn\u0131 zamanda RF vatanda\u015flar\u0131 BM K\u00e2tibiyetinde \u00e7al\u0131\u015fma aqq\u0131ndan ve RF hadimlerini\u00f1 t\u0131n\u00e7l\u0131q tikleme missiyalar\u0131ndan marum etilmeli (2021 senesi BM missiyalar\u0131nda tek 65 rus hadimi i\u015ftirak etti, on\u0131\u00f1 i\u00e7\u00fcn BM i\u00e7\u00fcn bu q\u0131y\u0131n bir i\u015f olmaz). Bunen beraber BM te\u015fkil\u00e2tlar\u0131 ve agentsiyalar\u0131nda RFn\u0131\u00f1 azal\u0131\u011f\u0131 toqtat\u0131lmal\u0131 ya da s\u0131\u00f1\u0131rl\u0131 olmal\u0131d\u0131r.<\/p>\n\n\n\n<p>Kelecekte, RF medeniy d\u00fcnyan\u0131\u00f1 qaidelerine qaytqan so\u00f1, o, Statutn\u0131\u00f1 protseduras\u0131na k\u00f6re, BM adiy azas\u0131n\u0131\u00f1 aqlar\u0131na ya\u00f1\u0131dan saip ola bilir. L\u00e2kin BM Tel\u00fckesizlik \u015euras\u0131nda RFke daimiy azal\u0131q berilemez. BM Statut\u0131na de\u00f1i\u015fmeler kirsetilmegence (daa q\u0131y\u0131n bir mesele), SSCB-ni\u00f1 Tel\u00fckesizlik \u015euras\u0131ndaki yeri vakant yer olaraq qala bilir.<\/p>\n\n\n\n<p>\u0130\u015ftirak\u00e7i devletni\u00f1 vazifelerini\u00f1 b\u00fcy\u00fck bozuluv\u0131 neticesinde, Avropa Tel\u00fckesizlik ve \u0130\u015fbirligi Te\u015fkil\u00e2t\u0131 RF ve Belarusn\u0131 i\u015ftirak\u00e7iler aras\u0131ndan al\u0131p b\u0131raqmaq kerek. Bu Yugoslaviya vaqias\u0131na be\u00f1zetilip \u201ckonsensus minus bir\u201d esas\u0131na k\u00f6re ker\u00e7ekle\u015ftirilmeli. Bunen beraber RF ve on\u0131\u00f1 vatanda\u015flar\u0131 b\u00fct\u00fcn AT\u0130T te\u015fkil\u00e2tlar\u0131 ve missiyalar\u0131ndan \u00e7\u0131qar\u0131lmaq kerek. Demokratik \u0130nstitutlar ve \u0130nsan Aqlar\u0131 B\u00fcros\u0131 (D\u0130\u0130B) ve Azl\u0131q aqlar\u0131 yuqar\u0131 temsilcisi RF-da demokratiya, insan aqlar\u0131 ve azl\u0131qlar aqq\u0131 k\u00f6zet\u00fcvini ba\u015flamaq kerek. RF ve AT\u0130T aras\u0131n\u0131\u00f1 t\u00fczetilmesi tek RF taraf\u0131ndan D\u0130\u0130B ve Yuqar\u0131 komsarn\u0131\u00f1 \u201c\u00fc\u00e7\u00fcnci sepet\u201d ile ba\u011fl\u0131 talaplar\u0131n\u0131 yerine ketirmesinen ker\u00e7ekle\u015fe bilir.<\/p>\n\n\n\n<p>Eger AT\u0130T-ni\u00f1 diger azalar\u0131 b\u00f6yle qararlarn\u0131 l\u00e2\u011fu ete berse, te\u015fkil\u00e2tn\u0131 ya da yoq etmek, ya da o te\u015fkil etilgen esaslarn\u0131 saqlap on\u0131 ya\u00f1\u0131dan ba\u015flatmaq kerek olacaq. L\u00e2kin bu vaziyette anda tek RF ve on\u0131\u00f1 tarafdarlar\u0131n\u0131 \u00e7\u0131qarma qarar\u0131n\u0131 ve te\u015fkil\u00e2tn\u0131\u00f1 \u00e7al\u0131\u015fma usul\u0131n\u0131 ya\u00f1\u0131dan k\u00f6zden ke\u00e7irmeni (er bir qarar i\u00e7\u00fcn konsensus qaidesini\u00f1 l\u00e2\u011fu etilmesi) desteklegen devletlerni almaq.<\/p>\n\n\n\n<p>2022 senesi mart ay\u0131nda <strong>Avropa \u015euras\u0131<\/strong> RF-n\u0131 \u00e7\u0131qard\u0131. Avropa \u015euras\u0131 RF-n\u0131 tek azal\u0131q \u015fartlar\u0131n\u0131\u00f1 episi yerine ketirilgen so\u00f1 keri ala bilir. Bu \u015fartlar aras\u0131nda \u0130nsan aqlar\u0131 ve esas erkinlikleri qorumas\u0131 konventsiyas\u0131 ile Avropa \u015euras\u0131n\u0131\u00f1 esas konventsiyalar\u0131na uyma ve Avropa \u0130nsan Aqlar\u0131 Makemesini \u00fcst k\u00f6rme bard\u0131r.<\/p>\n\n\n\n<p><strong>G20<\/strong> RF-n\u0131 G20 format\u0131nda \u00f6tkerilgen samit ve diger topla\u015fuvlardan boykot etmek ve \u00e7a\u011f\u0131rmamaq kerek. Bu RF istil\u00e2n\u0131 toqtatqance ve tazminatn\u0131 b\u00fct\u00fcnley t\u00f6legence devam etmeli (em RF-n\u0131\u00f1 iqtisadiy k\u00fc\u00e7\u00fc G20-ge qo\u015fulmaq i\u00e7\u00fcn yeterli olmaq kerek).<\/p>\n\n\n\n<p>Halqara iqtisadiy te\u015fkil\u00e2tlar ve maliyeviy institutlar (D\u00fcnya Ticaret Te\u015fkil\u00e2t\u0131, Halqara Para Fondu, D\u00fcnya Bank\u0131, FATF): \u015fimdiki alda bir s\u00fcr\u00fc \u011earp devleti D\u00fcnya Ticaret Te\u015fkil\u00e2t\u0131 \u00e7er\u00e7ivesinde RF ile ticaretni kestirdi; D\u00fcnya Bank\u0131 RF-teki programmalar\u0131n\u0131 toqtatt\u0131; FATF RF-ni\u00f1 aqlar\u0131n\u0131 s\u0131\u00f1\u0131rlad\u0131 (l\u00e2kin \u00f6z aras\u0131ndan \u00e7\u0131qarmad\u0131 ve \u201cqara cedvelge qo\u015fmad\u0131\u201d); Halqara Para Fondu ise i\u00e7 bir t\u00fcrl\u00fc s\u0131\u00f1\u0131rlav qoymad\u0131. Bular azl\u0131q etmekte: RF agresif cenkni toqtatqance ve berilgen zararlar i\u00e7\u00fcn tazminat t\u00f6legence, b\u00fct\u00fcn halqara te\u015fkil\u00e2tlar RF-n\u0131 \u00e7\u0131qaruv, azal\u0131\u011f\u0131n\u0131 toqtatma ya da aqlar\u0131n\u0131 s\u0131\u00f1\u0131rlama qarar\u0131n\u0131 qabul etmek kerekler.<\/p>\n\n\n\n<p>Tesiri b\u00fcy\u00fck olmas\u0131n dep, RF b\u00fct\u00fcn MAGATE idare organlar\u0131ndan \u00e7\u0131qar\u0131lmaq kerek. Rusiyedeki ya\u00f1\u0131 n\u00fckleer energetika obyektleri ve rus \u015firket i\u015f\u00e7ileri uy\u011funl\u0131q sertifikatlar\u0131n\u0131 ve bu \u015fekilde qurul\u011fan obyektlerni\u00f1 b\u00fct\u00fcn halqara standartlar\u0131na k\u00f6re qurul\u011fan\u0131na dair bir garantiya almamaq kerekler. B\u00fct\u00fcn devletler Rusiye \u015firketleri ile i\u015fbiriligine kirmesin dep, er angi bir rus n\u00fckleer obyekti devletlerni\u00f1 milliy tel\u00fckesizligi i\u00e7\u00fcn tel\u00fcke yaratqan\u0131 status\u0131nda olmaq kerek.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>1.4. RF i\u00e7\u00fcn Ukrainadaki cenkten \u00e7\u0131q\u0131\u015f strategiyas\u0131<\/strong><\/h2>\n\n\n\n<p>Askerlerini\u00f1 ma\u011fl\u00fcbiyetinden so\u00f1, RF i\u00e7\u00fcn Ukrainadaki cenkten \u00e7\u0131q\u0131\u015f strategiyas\u0131 rus istil\u00e2s\u0131n\u0131\u00f1 aqibetlerini\u00f1 adil \u015fekilde yoq etilmesini k\u00f6zde tutmaq kerek. Bu esnasta tam olaraq ukrain cemiyetini\u00f1 menfaat\u0131 ve Ukrainan\u0131\u00f1 mustaqilligi ile topraq b\u00fct\u00fcnligine say\u011f\u0131 esas ol\u0131p \u00f6gge \u00e7\u0131qmaq kerek.<\/p>\n\n\n\n<p>Qaytar\u0131lmaz insan telefleri, Ukrainadan icret etken millionlarca vatanda\u015flar, demografiya, iqtisat, infrastruktura\u011fa berilgen zararlardan sebep, Ukrainan\u0131\u00f1 tek ruslarn\u0131\u00f1 t\u00f6vbege kelmesi ve tazminat t\u00f6lemesini degil de, olarn\u0131\u00f1 adaletli \u015fekilde makemege \u00e7ekilmelerini ve istil\u00e2 aqibetlerini\u00f1 ya\u00f1\u0131dan orta\u011fa kelmemesi i\u00e7\u00fcn garantiya talap etmege aqlar\u0131 bar. Bug\u00fcn bu stereotipler aras\u0131nda bir taraftan RF-n\u0131\u00f1 ulul\u0131\u011f\u0131, ye\u00f1ilmezligi ve muvaffaqiyeti, diger taraftan ise Ukrainan\u0131\u00f1 emiyetsizligi bar. Baltiya devletleri ile Lehistan\u011fa qar\u015f\u0131 istil\u00e2n\u0131\u00f1 ihtimal\u0131 y\u00fcksektir. Ukraina e\u00f1 g\u00fczel sil\u00e2 ve askeriy tehnika ile donat\u0131l\u0131 olmaq kerek. NATO azal\u0131\u011f\u0131 \u2013 bizim ortaq Avropa tel\u00fckesizligine qo\u015fqan issemizdir.
